Section 3(1) in The Orissa Industries Service Rules, 1985
(1)Recruitment to the posts in [Group-B] [Substituted vide O.G. No. 41, Part III A Dated 8.10.2004.] of the service shall be made-(a)by direct recruit in accordance with Rule 5; and(b)by promotion of officers of non-gazetted, non-ministerial Class III, field executive staff as provided under Rule 7.
