4. Registrar.
- Director, Student and Youth Welfare, Art, Culture & Youth Department, Government of Bihar shall be the Registrar for discharging duties and responsibilities of Registrar under this Act.Provided that Secretary, Department of Art, Culture and Youth Affairs shall have power to appoint as many Assistant Registrar, as he may deem expedient to assist the Registrar to discharge his function under this Act.
