Section 18(9) in The Aircraft (Security) Rules, 2011
(9)Notwithstanding anything contained in this rule, the aerodrome operator or the Commissioner, may, if he is satisfied that it is necessary or expedient so to do in the interest of Security,-(i)refuse admission to any person in the aerodrome; or(ii)require any person to leave the aerodrome.
