Section 60(1) in The U.P. Water Supply and Sewerage Act, 1975
(1)A Jal Sansthan shall, by notification in the Gazette, fix the cost of disposal of water according to its volume (which shall be such percentage of the volume of total water supplied to the consumer as may be prescribed), and also the minimum cost to be charged in respect of such disposal.
