13. The Librarian.
(1)The Librarian shall be a whole-time officer of the University and shall be appointed by the Council on the recommendation of a standing committee and shall be responsible for all matters concerning the library.(2)The salary and allowances and other conditions of service of the Librarian shall be such as may be prescribed.
