Section 6(3)(a) in The Bureau of Indian Standards (Recruitment to Scientific Cadre) Regulations, 2002

(a)Notwithstanding anything contained in sub-regulation (1), the Executive Committee may decide to fill by selection such number of existing vacancies in the post of Scientist-B, as considered necessary, to meet any exigency of work.
