137. Further powers to State Government for making rules. - In addition to the power conferred by section 86, the [State Government] may make rules -
(1)for regulating elections under [clauses (c) and (d) of sub-section (1) of section 4];(2)for prescribing the maximum sum which may be paid to any person by way of fees under section 22;(3)for fixing the charge to be made for a copy of, or extracts from, the municipal assessment-book furnished to the Chairman under section 49; and[(3a) for determining the qualifications and disqualifications of, the conditions and mode of election, selection or appointment of, an arbitrator and for regulating the proceedings of arbitrators under section 78C];(4)for prescribing the form of the abstracts of accounts referred to in sections 129 and 136.
