(4)The manager of a mine shall examine all reports, registers and other records required to be made or kept in pursuance of the Act, the regulations and orders made thereunder and shall countersign the same and date his signature:Provided that the manager may, by an order in writing, delegate this duty to a deputy manager except in cases where a specific provision is made requiring the manager to countersign a report or register.
