Section 22(2) in The U.P. Right of Children to Free and Compulsory Education Rules, 2011
(2)The State Council of Educational Research and Training while laying down the curriculum and evaluation procedure, shall perform following functions-(a)formulate the relevant and age appropriate syllabus and textbooks and other learning material;(b)develop in-service teacher training design; and(c)prepare guidelines for putting into practice continuous and comprehensive evaluation.
