Section 5(9) in The Orissa Veterinary Practitioners Rules, 1976
(9)On the date, time and place notified under Sub-rule (5) of Rule 4 for the scrutiny of the nomination papers, every candidate and his proposer and seconder may attend the Returning Officer shall allow them to examine the nomination papers of all candidates which have been received by him.
