(8)The Vice-Chancellor shall have the power to incur expenditure in accordance with the procedures as may beprescribed by the Board of Management, subject to the budget provisions made for the specific purpose and forexpenditure charged on works the Vice-Chancellor shall have the powers of the Chief Engineer and theSuperintending Engineer as per CPWD Works Manual till such time these posts are created and filled up;
