Section 54 in Orissa Zilla Parishad Election Rules, 1994
54. Declaration of result.
- Upon completion of the counting the Election Officer shall declare the result of the President in the following manner.(1)If there are two or more candidates, one, who secures the large number of votes shall be declared duly elected.(2)In the event of there being an equality of votes between the two candidates, the Election Officer shall draw a lot in the presence of the voters and the candidate whose name is first drawn shall be declared to have been duly elected.
