Section 19(1) in The Orissa Animal Contagious Diseases Rules, 1957
(1)Operations under this Act in all the area to which these rules apply within State shall be under area or areas within district or a portion thereof shall be under the immediate and direct control of the District Animal Husbandry and Veterinary Officer of the district.
