Section 17(2)(d) in The Punjab Factory Rules, 1952

(d)If a Certifying Surgeon refuses to grant any person a certificate under the rule, no fresh application for certificate shall be made on behalf of that person until a period of three months has elapsed, unless the Certifying Surgeon when he refuses to grant the certificate, gives permission in writing, for an application to be made at an earlier date.
