(4)Where a person who has failed to pass the lower level departmental examination within the specified, chances and specified period shall notwithstanding such failure, be eligible to appear at any time in such examination on payment of examination fees as may be determined by the Government from time to time and, if he passes such examination, his increments shall be released as provided in sub-rule (3).
