Section 23(1) in The Sikh Gurdwaras Committee Election Rules, 1959
(1)The presiding officer shall, immediately before the commencement of the poll, allow inspection of each ballot box to be used at the poll to the candidates, their election agents and their polling agents who may be present at the polling station, and demonstrate to them that it is empty.
