Section 322 in The West Bengal Motor Vehicles Rules, 1989
322.
Except in the Siliguri sub-division of the district of Darjeeling no motor vehicle shall be driven in that district with the engine free, i.e., with the gear level in neutral, the clutch depressed or with any other device put into operation which frees the engine from the driving wheels, so that the engine does not act as a brake when the motor vehicle is going down hill.
