(2)If the Mukhiya fails to call up a special meeting under sub-rule (1), the Up- Mukhiya or in his absence, on receipt of request of one third of the total numbers of the members, such meeting may be called up for a day within not more than fifteen days. The Panchayat Secretary shall issue notice for calling up such meeting, and take necessary action.
