(3)Creation of Posts. - (a) The Governing Council may fix the ratios of faculty to student and faculty to non-faculty, as deem appropriate, that will serve as the guiding principle for creation of new posts in the respective class of the staff.(b)No new posts shall be created without approval of Governing Council, which shall keep financial prudence in mind in doing so, and shall also ensure compliance of the instructions issued by the Government of India in this regard.
