Section 31(b) in United Khasi-Jaintia Hills Autonomous District (Management and Control of Forests) Rules, 1960
(b)The Chief Forest Officer or the authorised Forest Officer of the District Council shall grant a free permit in the form as prescribed in Appendix IV specifying therein the quantity of the timber or other forest produce and the particular part of the forest from such timber or forest produce shall be removed :
