(2)The Authority may, by order in writing, delegate any of its powers and functions under this Act or rules or regulations made thereunder, except the power to make regulations, to any officer of the State Government, any local authority or any officer subordinate to it, subject to such conditions or restrictions as it may think fit:Provided that the delegation of powers and functions under this sub-section to any officer of the State Government or local authority shall be made with the consent of the State Government or such authority, as the case may be.
