Section 30(3) in The Himachal Pradesh Nautor Land Rules, 1968
(3)If, in any case, in which the Commissioner has called for the record, he is of the opinion that the proceeding taken order made should be modified or reversed, be shall report the case with his opinion thereon for the orders of the Financial Commissioner.
