(2)Every such notice shall specify a period within which objections will be received, and a copy of such notice shall be sent by post to every owner of premises abutting on such street who is registered in respect of such premises on the books of the Development Authority.Provided that the failure or omission to serve such notice on any of the owners shall not invalidate the, proceedings under this section.
