(3)In particular and without prejudice to the generality of the foregoing provisions, such rules may provide for all or any of the following matters, namely :-(i)the period within which and the manner in which a notice shall be served under sub-section (3) of section 3 and the manner of publication of substance of notice under clause (b) of that sub-section;(ii)any other matter; which is to be or more be prescribed.
