Section 70(1) in The Rajasthan District Boards Act, 1954
(1)The powers, duties and functions specified in the second column of the Second Schedule with the exception of those against which an entry is shown in the third column of that Schedule, may be exercised, and shall be performed or discharged by a Board by resolution passed at a meeting of the Board and not otherwise.
