Section 10(1)(x) in Andhra Pradesh Brewery Rules, 2006

(x)The Sub-lessee shall be responsible for payment of all duties, taxes and fees etc., payable to the Government pertaining to the period of sublease. In case the sub-lessee fails the same shall be recovered from the licensee.
