Section 2(m) in Rajasthan Sports (Registration, Recognition and Regulation of Associations) Act, 2005
(m)"Observer" means a person appointed by the Registrar, the Rajasthan State Sports Council, a District Sports Council or a Sports Association for monitoring of Elections or any other proceedings of a Sports Association in accordance with the provisions of this Act;
