(b)to [build up, directly or through specified agencies] [Substituted [build up] by Act 10 of 2006 (w.e.f. 22.3.2006) ] reserves of raw materials and implements and [supply them or arrange supply of the raw materials and implements] [Substituted [supply them] by Act 10 of 2006 (w.e.f. 22.3.2006) ] to persons engaged or likely to be engaged in production of handspun yarn or khadi or village industries at such rates as the Commission may decide;
