Section 130(1) in The Tamil Nadu Cinemas (Regulation) Rules, 1957
(1)If the holder of no objection certificate desires to transfer or assign his no objection certificate to some other person or persons, he may, with the person to whom he desires to transfer or assign his no objection certificate, shall jointly make an application in writing in Form ']' to the licensing authority which granted the no objection certificate, setting forth the reasons for the proposed transfer or assignment before the period of expiry of validity of the no objection certificate.
