(a)Electric or other fans to be used to produce adequate movement of air over the workers. The Chief Inspector may require such movement to be such that the rate of cooling by evaporation at a height of five feet from the floor level, as found by the use of a kata thermometer, is two and a half times what it would be if the air were not moved by such fans;
