Section 6(1) in The Shri Jagannath Temple Rules, 1960
(1)The first category of articles specified in Rule 5 shall remain under double lock and sealed with the seal of the Committee, the keys being deposited by the Administrator in the Government Treasury. The locks may be opened only under special orders of the State Government and subject to such conditions and limitations as the State Government may by special order direct.
