Section 14(1) in The Orissa Apartment Ownership Act, 1982
(1)Where the sole owners of a property fail to submit the declaration or the bye-laws, the competent authority shall, in the prescribed manner, take such action as he may deem necessary for submission of the declaration and bye-laws by the owner or owners of the property :Provided that no order shall be passed under this subsection without giving the parties concerned, the reasonable opportunity of being heard.
