(4)Any person aggrieved by an order under sUb-rule (1), may, within fifteen days from the date on which the order in communicated to him, may prefer an appeal to the Chief Inspector or where such order is by the Chief Inspector, to the Secretary lo the Government of Rajasthan, Department of Labour, and the Chief Inspector or the Secretary as the case may be, shall after giving the appellant an opportunity of being heard, dispose of the appeal as expeditiously as possible:Provided that the Chief Inspector or the Secretary to the Government of Rajasthan, Department of Labour as the case may be, may entertain the appeal after the expiry of the said period of fifteen days if he is satisfied that the appellant was prevented by sufficient cause from filling the appeal in time:Provided further that the prohibiting, shall be complied with, pending the decision of the Chief Inspector or the Secretary to the Government of Rajasthan, Department of Labour.
