Section 15(1) in Sikkim Forests, Water Courses and Road Reserve (Preservation and Protection) Act, 1988
(1)Every appeal under section 14 shall be made by petition in writing giving the grounds for appeal and may be delivered to the Forest Settlement Officer who shall forward it without delay to the Appellate Authority.
