Section 14(a) in Goa State Higher Education Council Act, 2018
(a)Each nominated and co-opted member shall normally have a term of six years, provided that one-third of the members shall retire every two years on the basis of age, and the vacancy shall be filled by the Government, if the retiring member is a Government nominee, or by the Council, if the retiring member is a co-opted member;
