Section 35(b) in The Orissa Betterment Charges Rules, 1958
(b)If the period prescribed expires on a day when the Collector's office is closed, the appeal may be presented on the day the office re-opens. In computing the period, the day when the order or decision was made and the time spent on obtaining a copy of the decision or order shall be excluded.
