Section 9(1) in The Paradip Port Trust (Licensing of Stevedores) Regulation, 1987
(1)Any person aggrieved by any cancellation, suspension or refusal of licence made under these Regulations may prefer an appeal in writing to the Central Government within thirty days of the communications of the order appealed against.
