Section 10(4) in The Assam Finance Service Rules, 1963
(4)A candidate shall produce to the Commission certificates of good character from-(a)the Principal (Academic) or Administrative Officer of the University or institution where he last studied; and(b)two respectable persons who are well acquainted with (but not) related to him.
