Section 48(1) in The Bihar Industrial Disputes Rules, 1961
(1)On the day following that last day fixed for filing the nomination papers, the nomination papers shall be scrutinised by the employer in the presence of the candidates and the attesting persons and those which are not valid shall be rejected. An officer of the representative trade union may also be present during scrutiny of nomination papers.
