Section 25(1) in Himachal Pradesh Universities of Agriculture, Horticulture and Forestry Act, 1986
(1)The Vice-Chancellor shall be the principal executive and academic officer of the University and ex-officio Chairman of the Board and the Academic Council. He shall, in the absence of the Chancellor, preside over the Convocation of the University and confer degrees on the persons entitled to receive them.
