Section 3(1) in Rules for the Government Tibbi College, Patna
(1)The duties and powers of the Governing Body shall include-(a)General supervision over the welfare and discipline of the students;(b)the award of such scholarships or free studentships as may be sanctioned by Government;(c)control over the expenditure of such sums of money may as be allotted by Government or from other sources for the maintenance of the college subject to such conditions as may be imposed; the preparation of an annual budget, and the examination and passing of the accounts of the school;(d)the initiation and consideration of projects for the extension, improvement and repair of the College buildings and property;(e)the determination subject to the provisions of Rule 5 of the general scheme of studies, the curriculum, equipment and external examinations of the College;(f)advising Government with regard to appointments, punishment and leave of the teaching staff;(g)selling or disposing of worn out or obsolete tools, furniture, apparatus and other articles up to a limit of Rs. 100 for each article, the sale being public and the proceeds being deposited in the treasury;(h)deciding appeals made by students against orders of punishment passed by the Principal, where the punishment inflicted is other than punishments nos. 1-5 provided in Rule 19;(i)the appointment, dismissal or punishment of the clerical and other subordinate staff and the menial servants;(j)the consideration of such matters as may be referred to it by Government;(k)the exercise of such additional functions as may be assigned by Government.
