Section 20(5) in The U.P. Municipalities Act, 1916
(5)[ The petition shall be presented to the District Judge exercising jurisdiction in the area in which the municipality, to which the election petition relates, is situate :Provided that the petition shall not be entertained by the District Judge, unless it is accompanied by a treasury challan showing that the prescribed security has been deposited] [Substituted by U.P.
