Section 165(1) in The Orissa Registration Rules, 1988
(1)A Sub-Registrar shall, before instituting a prosecution forward a full report of the case to the Registrar and obtain his approval to the prosecution. If however, the circumstances demand immediate prosecution, a report shall be made by the Sub-Registrar to the Registrar within 24 hours of the institution of the prosecution.
