Section 71(2) in The Maharashtra Narcotic Drags and Psychotropic Substances Rules, 1985
(2)No person, unless he is authorised in this behalf by the Licensing Authority by an order made under sub-rules (3) and (4) of rule 91, shall possess and use manufactured drugs for educational or scientific purposes or for use in an emergency and not exceeding such quantity and otherwise than in such manner as may be specified in such order.
