Section 49(1) in The Orissa Municipal Delimitation of Wards, Reservation of Seats and Conduct of Election Rules, 1994
(1)Every elector about whose answers to the questions put under Rule 48 the Polling Officer is satisfied shall allow his left forefinger to be inspected by the Polling Officer and an indelible ink mark to be put on it.
