4. Declaration of Ownership.
- Every declaration of ownership shall be made before a registrar, a Justice of the Peace, a Commissioner of Oaths, or an Indian Consular Officer and where a declaration of ownership is made at a place other than the port of registry, the place of attestation shall be stated in the declaration.
