Section 30(1) in The Gujarat Ayurved University Act, 2021
(1)A college or institution applying for affiliation to the University shall submit an application to the Registrar one year prior to the proposed date of starting the college or institution:Provided that on the recommendation of the Vice- Chancellor, the Board of Governors may, if it is satisfied that there are special reasons to do so, after recording such reasons, entertain an application for affiliation not submitted to the Registrar within the aforesaid period.
