Section 4(1) in The Gujarat Educational Institutions (Regulation) Act, 1984
(1)Where the State Government is of the opinion that the establishment and maintenance of educational institutions for conducting courses of instruction leading to the grant of a certificate should be regulated by this Act it may by notification in the Official Gazette add to the Schedule such certificate and thereupon the Schedule shall be deemed to have been amended accordingly.
