Section 15(1) in The U.P. Private Professional Educational Institutions (Regulation of Admission and Fixation of Fee) (Appellate Authority Procedure) Rules, 2013
(1)Where on the date fixed for hearing the petition or on any other date to which such hearing has been adjourned, the petitioner appears and the respondent does not appear when the petition is called for hearing, the Appellate Authority may, in its discretion adjourn the hearing or hear and decide the petition ex-parte.
