Section 13(1) in The Chennai Metropolitan Area Groundwater (Regulation) Act, 1987
(1)Sections 3 and 4 and so much of section 6 and of sections 10 to 12 as they relate to the contravention of the said section 3 shall apply to every person using groundwater in the schedule area for agricultural purposes immediately before the date of commencement of this Act and to the competent authority.
